At 3.92 percent the average 30-year fixed rate is at its lowest level since the week of June 6, 2013.
(FRM) averaged 3.92 percent with an average 0.5 point for the week ending October 23, 2014, down from last week when it averaged 3.97 percent. A year ago at this time, the 30-year FRM averaged 4.13 percent.
